            Description: Communication technologies and mediums are transforming governments.  Particularly, many governmental entities and elected officials utilize social media accounts to communicate with the communities and constituents they serve.  Whether the government is announcing a community event on Facebook, or the police department is tweeting about a recent arrest, the use of technology and social media as a means for governments to stay connected with their communities is on the rise.  With the rise of social media in government so too rises the risk for content/viewpoint-based discrimination and thus a resulting First Amendment violation. In other words, when the government or a public official makes a post that is met by opposition and differing viewpoints, the natural reaction to quash the negative response by blocking or deleting comments can trigger a First Amendment violation.   In this course, we will review the current state of the law as to governmental social media practices, discuss when a social media page may or may not be a public forum and further discuss the criteria that should be applied in managing a public social media page.
